Prep
Combine cornstarch, flour, baking powder, salt, white pepper, and garlic powder in a bowl. Coat chicken pieces thoroughly, shake off excess. Mince garlic, snip dried chillies into 1cm pieces, slice spring onion. Mix soy sauce, sesame oil, and sugar in a small bowl.
Fry 1
Heat oil to 160°C in a deep pan or wok. Working in batches to avoid crowding, fry chicken 10–12 minutes until cooked through but pale. Remove and drain on paper towel.
Fry 2
Increase oil to 190°C. Return all chicken and fry 3–4 minutes until deep golden and shatteringly crisp. Drain and set aside.
Bloom
Pour off all but 2 tbsp oil. Stir-fry garlic and chilli over high heat 30–45 seconds until fragrant.
Glaze
Add soy sauce mixture, toss to combine. Return chicken and toss until evenly coated.
Plate
Transfer to a serving dish, scatter sesame seeds and spring onion over top. Serve immediately while crisp.
