Prep
Whisk cornflour and 2 tbsp water in a small bowl to a smooth slurry with no lumps. Finely chop pistachios. Measure orange blossom water, rose water, and honey.
Build
Combine whole milk, double cream, and caster sugar in a small heavy-bottomed pan. Heat over medium, whisking often, 5–6 minutes until just steaming and sugar fully dissolves.
Simmer
Whisk cornflour slurry into hot milk in a steady stream. Continue whisking constantly over medium heat 4–5 minutes until mixture thickens dramatically and coats the back of a spoon in a thick layer.
Finish
Off heat, whisk in orange blossom water and rose water until ashta is fragrant and glossy. Pour into two shallow 200ml bowls or glasses. Cool at room temperature 15 minutes, then press cling film directly onto surface of each and chill 2 hours until fully set and cold.
Plate
Drizzle honey generously across the top of each serving in a spiral, scatter with finely chopped pistachios, and finish with a pinch of dried rose petals. Serve chilled with spoons.
