Soak guajillo chiles 5 minutes in hot water. Chop tomatoes, garlic cloves, and onion quarter for salsa. Mince garlic and dice onion for searing. Dice onion for topping. Chop cilantro. Thinly slice beef against the grain. Mix beef with cumin, oregano, salt, and pepper in a bowl.
