Instructions
1
Prep
Salt the napa cabbage in a small bowl and let sit 10 minutes, then squeeze out excess liquid by hand until mostly dry.
2
Build
Combine ground beef, drained cabbage, scallion, ginger, soy sauce, sesame oil, shaoxing wine, salt, and white pepper; stir in one direction 1 minute until tacky.
3
Stuff
Place a scant tablespoon of filling in each wrapper center, wet edges with water, and pleat closed into a crescent, pressing firmly.
4
Sear
Heat vegetable oil in a nonstick skillet over medium-high heat until shimmering, then fry dumplings flat-side down 2 minutes until deep golden brown.
5
Steam
Pour water into skillet, cover immediately, and reduce heat to medium; steam 6 minutes until wrappers turn translucent and water nearly evaporates.
6
Crisp
Uncover and cook over medium-high heat 1 to 2 minutes uncovered until bottoms crackle and any remaining water cooks off.
7
Plate
Lift dumplings crisp-side up onto a plate and serve immediately with the dipping sauce.
