Instructions
1
Prep
Chop the onion and parsley finely, measure the cumin, cinnamon, and allspice into a bowl.
2
Sauté the onion in a skillet over medium heat 4 minutes until translucent, then add ground beef, breaking it up, and cook 6 minutes until browned and no pink remains.
3
Stir in the cumin, cinnamon, allspice, pine nuts, salt, and pepper; cook over medium heat 1 minute until fragrant and the raw spice smell fades.
4
Cool the beef filling on a plate for 10 minutes until no longer hot, so it will not tear the delicate pastry sheets.
5
Lay a phyllo sheet flat, spoon filling along one edge, roll tightly into a cigar shape, and seal the open edge with the flour-water paste.
6
Heat the vegetable oil in a small deep pot to 350°F (175°C) and fry the rolls 3 to 4 minutes, turning occasionally, until deep golden and crisp when tapped.
7
Lift the rolls onto a paper-towel-lined plate and let rest 2 minutes to drain excess oil and maintain crispness.
8
Combine the yogurt, tahini, and lemon juice in a small bowl until smooth.
9
Plate
Arrange the rolls with the yogurt-tahini dip alongside, scattered with fresh parsley.
